S. 510 - Summary: FDA Food Safety Modernization Act (GovTrack.us): "
Section 108 -
Requires the Secretary and the Secretary of Agriculture to prepare and submit to the relevant congressional committees and make public the National Agriculture and Food Defense Strategy, which shall include: (1) an implementation plan; (2) a coordinated research agenda; and (3) a process to achieve, and evaluate progress towards, goals.
Section 109 -
Directs the Secretary of Homeland Security (DHS) to report annually on the activities of the Food and Agriculture Government Coordinating Council and the Food and Agriculture Sector Coordinating Council."

The problem is not lack of bureaucracy, the problem is our food supply is industrialized and corporate hence the goal is not safety or quality but mass production and profit.

As an example E coli poisoning could be radically reduced if US meat packers were a highly skilled well paid professionals as they were a generation ago.

Now the big packers control e coli with a complex ammonia bath that doesn't effectively kill the bacteria and gives your cheeseburger a spring clean flavor, instead of following butchering methods that have existed for millenia.
