"Ricky L. Brooks, 32, was sentenced in U.S. District Court in Kansas City, where he pleaded guilty in May to being a felon in possession of a firearm.

Brooks was arrested in May 2009 after he fired a semi-automatic rifle that wounded two people inside a vehicle. Police officers who were nearby heard the shots and arrested Brooks after he tried to run.

Federal prosecutors said Brooks has eight prior felony convictions"
